Correct. I believe we had the same conversation about this last year when support for Smart Cards was added:

TortoiseSVN applies their own patches to OpenSSL to allow the feature to be turned off, and then also added code to use the extra functions they added. We provide OpenSSL and Subversion as is. If the patches were submitted and included in the standard OpenSSL and Subversion releases then we would pick them up. But I do not believe they have tried to get changes pushed into OpenSSL.

Anyway, the problem is that if we build OpenSSL so that it supports SmartCards via the Windows API's, then Subversion never gets a chance to provide a certificate because it will only support pulling them from the Windows certificate store.
