svn import fails - testing svn using examples

Message I have just installed the subversion client on a RHEL 4
machine using the rpm client. I can access all the
subversion commands with no problem and have created a
test repository (using the svn-book.pdf, A Quick Start). I
have also created the project direectory structure and
populated it with some test files as described in the book.

This all worked fine, however when I tried to import the
project using the svn import command I got 2 sets of
messages.

The first (warning) messages related to LC_CTYPE, which I
founbd in another thread on this forum, but cannot remove
using the examples they gave. However I assume they are
just warnings and wouldn't affect the rest of the process.

The second message set was:
svn: Unable to open an ra_local session to URL
svn: Unable to open repository 'file:///svn-
projects/repos1/svnTestProject'

-where svn-projects/repos1 is the repository created with
the svnadmin command and svnTestProject is the parent
directory of the tree (branches, tags and trunk - where
trunk contains 3 dummy files)

Is this a permissions issue (unlikely as I am logging in
as root 9not good I know)) or is there something I am
missing?

I appreciate any help.
