You'll need to:

1) Disable the Neon version check in Subversion's configure
script, since Subversion 1.4.3 doesn't know about Neon 0.26.3.
2) Tell Subversion's configure where to find Neon (or Serf,
if you prefer).

  --disable-neon-version-check
                          do not check the Neon version

  --with-neon=PREFIX Determine neon library
configuration based on
                          'PREFIX/bin/neon-config'. Default
is to search for
                          neon in a subdirectory of the top
source directory
                          and then to look for neon-config
in $PATH.
                          the Neon library. If and only if
you are building
                          Neon as an integrated part of the
Subversion build
                          version of Neon, you probably want
to pass this
                          option so that Neon (and so
indirectly, Subversion)
