Creating hook

Message Hi there

I am a stranger in linux as well as SVN.

Actually i want to create a hook for avoiding empty message
to commit.

below are the step i did in putty.

1. cp pre-commit.tmpl pre-commit

2. Then i typed emacs pre-commit. I dont know how to edit
and save the created file. so i pressed ctrl^Z

3. chmod u+x pre-commit.

after completing the above three steps i tried to commit the
changes. but it displayed the following error.

Modified: Inetpub\wwwroot\Generic DB\userdel.asp
Sending content: Inetpub\wwwroot\Generic DB\userdel.asp
Error: Commit failed (details follow):
Error: 'pre-commit' hook failed with error output:

Can any one help to create a executable hook script in SVN?
