Repository size in general seems like an unlikely cause.

I'd be more inclined to suspect changes to the data set itself. Were there
any unnaturally large files recently added to version control?

What happens if you checkout a working copy using a client that is running
on the server (svn.crossview.com) itself? What happens if you do that same
server-side checkout over ra-local (using a file:/// URL instead of
https://)? These might provide some hints as to what's going on.
