They simply do not compile OpenSSL to support SmartCards. So in your case, since you do not want to use your SmartCard with SVN, you are right. Note that TortoiseSVN can also install command line executables which would remove the need to install two packages.

I assume their command line EXE will pick up at least some of the benefits they added to their OpenSSL patch.
