Yes, that is the normal use case for using locks. You lock the file in your working copy and when you commit the file the lock is released. You can specify --keep-locks when you commit if for some reason you do not want the lock to be released.

Locks are associated with a working copy. If someone tries to commit that file from any other working copy, the lock should prevent the commit.
