SVN stores the author name based on the username that Apache provides it. You could install a post-commit hook that changes the svn:author revision property to all lower case after the commit.

What are you using for authentication? The only thing I am aware of that puts the Domain name in the user field is SSPI and we do not configure that in SVN Edge. I guess maybe it is possible to configure LDAP that way, but I have never seen it. If you have manually overridden the httpd.conf to use SSPI, it has an Apache directive you can use to normalize the username to lower case.
